Pull request overview
This PR updates the GitHub Copilot setup workflow to run on KVM-enabled self-hosted runners instead of the default ubuntu-latest runner, making /dev/kvm available to the Copilot agent.
- Replaces
ubuntu-latestrunner with self-hosted KVM runners (AMD and Intel pools) - Implements load balancing between AMD and Intel runners based on the run ID
