[feat] MCP server to create TILs inside AI tooling #833

Bump erlang (28.1) and elixir (1.19.0) versions
Bump a few hex deps
Add anubis to create the MCP server
Create a MCP resource to list all available Channels
Create a MCP tool to create TIL
Allow user to (re)generate their API Key to use the MCP server
Allow posts to be created without the published_at to force the user to review the content before publishing it
Add draft badge to post when not published
List mix of draft and published posts in the Authors page
