This PR removes the temporary workaround that disabled GCS-backed
sccachein the Windows pipeline. After re-enabling the cache configuration, we observed significant CI time improvements and did not encounter the earlier intermittent GCS I/O errors.SCCACHE_IGNORE_SERVER_IO_ERROR=1is still retained as a safeguard.
