feat: add logic to sync fork changes back to mirror

This PR adds logic to sync changes to the fork branch back to the default branch on the mirror.

@MSWechsler -- is there an issue open that provides more context on the work completed in this PR? If so, can you attach that issue to this PR. Can you also validate that the changes made here don't need to be reflected in the architecture diagrams here.

@Miablo Added issue link to description. I don't believe these diagrams need to be edited since they don't mention changes to the fork outside of the sync from the mirror.
