What this PR does / why we need it:

Adds a technical steering proposal for Autoscaling of PersistentVolumeClaims.

The proposal describes the key features that are planned to be implemented in the gardener/pvc-autoscaler controller and and how it will be integrated in Gardener to autoscale PVCs of observability components for Seed custers.

Which issue(s) this PR fixes:
Part of gardener/pvc-autoscaler#88

Currently checking why https://github.com/gardener/documentation/actions/runs/20954079711/job/60222273048?pr=792 fails.

It seems to happen while processing https://github.com/gardener/gardener-extension-shoot-rsyslog-relp/blob/main/docs/development/input-validation.md

Should get fixed with: #798 or gardener/gardener-extension-shoot-rsyslog-relp#358, whichever gets merged first :)

@plkokanov, I tried rerunning the failing workflow, but since #798 got merged, you'd need to rebase your branch here with master for it to succeed :)
