Follows gh-378
Improves on gh-360.
Use a workflow that builds the libraries with msys2's ucrt toolchain for Windows on x86 and the clangarm64 toolchain for Windows on ARM. Then extension modules will be built with msvc. Hopefully this will work more smoothly then gh-360 for Windows on ARM.
