You're not wrong for it being base64, but damn the decoded string is wacky. Even knowing Chinese, I don't know what 90% of the words mean.

Tip: You're going in the wrong direction, it's a hash of a certain URL. Thanks for trying it though.

I would never in my lifetime click a URL that ends with a combination of letters XQC. Besides, I like how ironically "google translate" translated it to Don't let me go(in my Guess_0 above) which can be responded to as the lyrics suggest Never gonna say goodbye.
