feat(database,windows): add support for Realtime Database to windows

Description

Adds Windows platform support for firebase_database using the Firebase C++ SDK, matching the pattern established by firebase_auth, firebase_storage, and cloud_firestore.

Since Pigeon doesn't support streams natively, queryObserve uses a manual EventChannel/StreamHandler that reads the eventType from listen arguments and attaches either a ValueListener or ChildListener from the C++ SDK — the same two-step pattern used by firebase_storage for task events.

C++ SDK doesn't support emulator and integration testing against the live environment doesn't work. Manually tested for now.
