Remove paginated API reference setting from docs

Summary

Removes all documentation and configuration references to the paginated API reference setting. Paginated is now the default behavior for API references and cannot be turned off, so the setting is no longer relevant.

Changes across 3 files:

• generate-api-ref.mdx: Removed paginated row from the API reference configuration options table
• docs-yml/definition/docs.yml: Removed paginated field from the API reference schema definition
• products/docs/docs.yml: Removed paginated: true (Ask Fern API) and paginated: false (Public API) from navigation config

Review & Testing Checklist for Human

• Verify that removing paginated: false from the Public API section doesn't unintentionally change its rendering behavior (it was explicitly set to false)
• Confirm no other docs pages reference or link to the paginated setting that were missed
• Check the preview deployment to ensure the API reference config options table renders correctly after the row removal
