Update minimatch pin to address remaining security advises not fully addressed by (#5002), bump Yarn and other dependencies.

Note

We are stil unable to bump to ESLint v10, case-police plugin was been updated, but now eslint-plugin-react is a blocker:

• ESLint v10 compatibility jsx-eslint/eslint-plugin-react#3977
