Convert identifiers to lowercase

Hi,
would you provide an option for this (and off by default) ?
there are some case that identifiers are case sensitive in MySQL, see http://dev.mysql.com/doc/refman/5.0/en/identifier-case-sensitivity.html ; and in MS SQL Server, it's also configurable.

Ok, I'll take a stab at it. Never developed a Sublime package nor used python-sqlparse, but I'll give it a try.
