Adds the v0.38.0 bundle & digest bundle to the main branch.

Based on the following two commits:

• Automated commit that added v0.38.0 bundle
• Automated commit that added v0.38.0 bundle digest

What issues does this PR fix or reference?

It's post release task related to release of v0.38.0

Is it tested? How?

I had tested on pre release version (followed steps https://github.com/devfile/devworkspace-operator/blob/main/docs/release/README.md#testing-prerelease-artifacts).

• Basic DWO flow was working successfully
• E2E tests were passing
• Debug postStart functionality worked as expected
• operator pods had readOnlyRootFilesystem: true
• DevWorkspaceOperatorConfig CRD had default size set to 10GiB for perWorkspace field
