Should we remove the tests (we don't really ever touch the chain-libs crates) or keep them as-is in this PR exposed by a feature flag?
Due to wasm-bindgen/wasm-bindgen#4304 I set the resolver to 2 for the workspace.
I also moved all the very common dependencies across crates into the workspace dependencies as I noticed some vary between crates and this makes updating them far easier.
