Replace "DO NOT EDIT" header in legacy SCIM command files#4722

These files are no longer auto-generated; their v2 replacements are. Replace the code generation header with a comment explaining they are now manually maintained. Co-authored-by: Isaac

The auto-generated header previously suppressed linting. Now that it is removed, add an explicit nolint directive for staticcheck (deprecation warnings) and perfsprint. Co-authored-by: Isaac
