Regenerate CLI commands with new spinner API

Summary

• Regenerate auto-generated CLI commands to use NewSpinner/.Update()/.Close() instead of the channel-based Spinner() API.
• Follow-up to Add synchronized spinner API with direct tea.Program integration #4351 and Migrate apps commands to new spinner API and add lint rule #4377.

Manually confirmed this works.

The upstream templates have already been updated.
