feat: wire community-moderated room activity status

Summary

• Add community-moderated creation controls and submit payload fields
• Use activityStatus for effective live-state checks in live-room UI, feed cards, and the live standups strip
• Hide direct moderation paths for community rooms while preserving vote-kick controls
