fix: sidebar tooltip not showing on tab return

Changes

• Fix sidebar Expand/Collapse tooltip appearing when returning to the tab after clicking it
• Fixes 🐛 BUG: Returning to the page automatically triggers the sidebar Expand/Collapse icon tooltip (webapp) daily#2068
• Add onMouseUp blur on tooltip trigger so Radix does not show tooltip for a focused element when the user comes back to the tab
