fix(transcription): preserve explicit zero token usage

Summary

• preserve explicit zero-valued usage tokens in OpenAI transcription responses instead of falling back to alternate fields
• keep the existing fallback behavior when only prompt/completion token counts are present
• add focused regression coverage for both response shapes
