Add metocean: prefix for European Met services extra metadata, and add sosa: prefix in preference to ssn:.

This PR adds two prefixes to the prefix file and adds attributes to enable ISO19156 Observations, Measurements and Samples (OMS) attributes to be accessed for parameters.

Specifically, the following 3 entries after the observedProperty entry:

Following discussions in the last call, I'm going to re-request a review to make sure we're happy with using metocean as a prefix. We probably can't approve until the MetOcean DWG have discussed (@letmaik please note - don't approve just yet!)

Problem with Jekyll build is now fixed on master, so although the checks fail on this PR, the updated site should be deployed when we merge it into master. Or we could merge master into this PR

.. re-request a review to make sure we're happy with using metocean as a prefix.@jonblower @letmaik I have already discussed this issue with various people, and I am happy with your original objection, and will tweak the PR to make the prefixmeteogate`. Especially as this is an interim, admittedly European-wide, solution.

When WMO is hosting registers, and more infrastructure established, including in OGC, I am happy with proposing a more generic metocean, or similar, prefix.

These changes have been agreed with the OGC API-EDR SWG, TSML SWG, and SOSA/SSN experts. The changes will be applied to the OGC equivalent files when the OGC Naming Authroty approves. Next meeting 10 Feb 2026.
