Add ability to pre-install JetBrains plugins in Coder workspaces via the `plugins` variable. Uses a two-pronged approach: 1. Creates .idea/externalDependencies.xml so IDE prompts for plugins 2. Background installer monitors for IDE and auto-installs plugins New features: - `plugins` variable accepting list of plugin IDs - `plugins` output exposing configured plugins - `coder_script` resource for plugin installation - Comprehensive Terraform and E2E tests Closes coder#208

Add ability to pre-install JetBrains plugins in Coder workspaces via the
pluginsvariable. This addresses the feature request in #208.Uses a two-pronged approach:
