This test times out under the race detector when the metamorphic external process virtual cluster is injected. Startup alone takes ~4 minutes and the test gets killed during shutdown. Fixes: cockroachdb#166166 Co-Authored-By: roachdev-claude <roachdev-claude-bot@cockroachlabs.com>
