This commit returns kvstorage.Engines instead of storage.Engine from CreateEngines. This lays the foundation for creating separated engines in this function. There is a bunch of code downstream from CreateEngines which now needs to change. Initially marked with a TODO() method that converts engines to the old type. We remove these in follow-up commits.
