This will allow libraries use either boring v4 or v5 (if they can work with the subset of their APIs) with PQ enabled.
v4 really needs this feature flag, and
boring = { version = ">=4,<6", features = ["pq-experimental"] }won't work if v5 doesn't allow the same flag.
