Changes:
Updated .NET to the latest GA LTS (10).
Updated nuget packages to latest available versions supported by .NET 10. (This resolves Security Advisory)
Added multi-arch support and smaller container with alpine base image in dockerfile.
Updated docker-compose stack to use latest release of Postgres(18), added arm compose stack.
Updated Github action to utilize ubuntu 24.04 and .NET 10, Also added step to upload a prebuilt docker image.
Removed old_db packages, as the Postgres image is a bit dated and should not be used.
Updated the README to reflect these changes for running docker as the preferred deployment and development stack.

If there is anything I'm missing due to being new to this project, please let me know, but this should bring the project up to date and provide a better development/deployment experience.
