As per title.
#1512 added automatic building of the CPU library when we build wheels or pip install. But in our CI process, we do that build step separately. We want to avoid rebuilding in that case. Added a new env var
BNB_SKIP_CMAKEwhich can be used to disable that behavior.Also explicitly specify that if we do build the lib though scikit-build-core, that we want to use the Release config.
