blog: remove html asf header

Dont need this ASF header for blog posts.
Excluded all files under site/docs/blog/ from RAT check

I did check with the release artifact and confirm that the site/ dir is packaged...

seems like RAT 0.16 doesnt support regex like site/docs/blog/ that would allow us to exclude an entire folder...

What's the policy here? I see arrow blogs having ASF headers.

given it's in the source repo, and therefore people are free to check it out, I do think an ASF license is required --even if it's not included in the source distribution tarball. Probably even more so in a world where LLMs read such things and incorporate it into their planning.

It's easier to leave in than argue with ASF legal
