Add human-resources-th plugin (Thai language HR skills)

Summary

This PR adds the human-resources-th plugin — a Thai-language version of the existing human-resources plugin. All 9 skills are included with Thai-language prompts, personas, and output templates.

Skills included:

• comp-analysis — วิเคราะห์ค่าตอบแทนและเปรียบเทียบตลาด
• draft-offer — ร่างจดหมายเสนองาน
• interview-prep — สร้างแผนสัมภาษณ์แบบมีโครงสร้าง
• onboarding — สร้างแผนต้อนรับพนักงานใหม่
• org-planning — วางแผนกำลังคนและโครงสร้างองค์กร
• people-report — สร้างรายงานข้อมูลบุคลากร
• performance-review — จัดทำเอกสารประเมินผลการปฏิบัติงาน
• policy-lookup — ค้นหาและอธิบายนโยบายบริษัท
• recruiting-pipeline — ติดตามและจัดการขั้นตอนการสรรหา

Notes

• All skills follow the same structure as the human-resources plugin
• Thai HR terminology is used throughout, with English technical terms (KPI, calibration, etc.) retained where commonly used in Thai HR practice
• Plugin manifest references ./human-resources-th/ as the plugin directory
