This PR ships the first onboarding flow for model setup and wires API-key guidance directly into chat composer.
_onboardingplugin with a modal wizard for first-time model setup (main + utility) and API-key entry.missing_providers, so frontend clients can consume targeted status data outside of the regular banner system.
