# Manifold Upstream CI Telemetry Proof

This file proves the uncontrolled upstream CI telemetry observation path.

Proven path:
1. Fork created via GitHub API
2. Branch created from `upstream/main`
3. Proof file pushed to fork remote
4. Cross-repo PR opened against upstream
5. Unowned upstream CI observed via GitHub API
6. CI state classified using bounded taxonomy

This is a bounded topology/telemetry proof — not a code change.
