Twenty Twelve: Remove IE specific checks

Twenty Twelve changes:

• Registers ie.css without enqueuing it
• Removes IE conditional code and HTML5 Shiv from header.php
• Removes width hack from editor-style.css
• Removes extra clip syntax from custom-header.php
