feat: Support listing packages with their licenses

Added an option --reporter for the packages check licenses command to allow listing of all the licenses rather than just a number of licenses.

Description

So far, added 2 options for listing licenses following #1274

csv - csv format
text - package and license are separated by a dash

The formater is inside an enum, so for future formats, adding another option with the implementation of formatLicense should be enough.
