Prevents inspecting when: - Firing - Reloading - Zooming - Charging a ball with the loose cannon
inspecting while playing can actually prevent the player from deploying the banner, so this is necessary

Description
First, I know that there's a similar pr already. I personally was working on this since maybe 2 or 3 weeks ago (check this), but my pr is more general, and also complementary except for the flamethrower which i didn't notice.
Fixes the first issue in ValveSoftware/Source-1-Games#4273

I have also checked the other pr's code and it works for what it says (charging mangler, stickybombs, mediguns but i personally don't agree about that)

Finally, players can still inspect when taunting (noticeable when eating sandvich, eureka effect teleport), inspect and then zoom in, and charge with the classic but I have already spent more time that i would like on this and it's nitpicky c:
