This adds a container builder that can be used for any container, and does nothing except allow one to pass containers around it. The way the output handle stack is set up at the moment, one needs a container builder, even if one doesn't have any use for one (that seems wrong, and I thought a thing we "fixed", but .. that context has fallen out of the cache).
