Motivation
Add the new static analysis toolkit as a dependency to start our migration.
Note: there's something weird with Tapioca not importing all signatures from the
rbidirectory. I ended up modifying the file manually temporarily just to ensure all types were present, but we'll need to double-check what's going on.
