test oidc auth by forcing empty credentials

WHY are these changes introduced?

• Part of enabling OIDC authentication when publishing new versions
• The manual/nightly releases were working, but our regular patch/minor releases were not
• This is because setting NPM_TOKEN or NODE_AUTH_TOKEN causes changeset/action to create an .npmrc, which then in turn tells npm to use the regular token flow
• NPM_TOKEN was correctly being set to an empty string, but NODE_AUTH_TOKEN was not, so I took the same approach
• I created a github action to test the OIDC auth flow, and it seems to have succeeded

• also set NODE_AUTH_TOKEN to an empty string to force provenance/OIDC authentication instead of the legacy token auth flow
