Mail Script: Redact PII from outbound email body

PR Description:

Adds a mail script that scrubs common personal identifiers from notification content before send. Redacts emails, phone numbers, IPv4 addresses, NI-style IDs (UK), and card-like digit strings using configurable regexes.

Includes README and a single mail script file.
