Server-Side Components: Safe Bulk Update Runner (chunked + ScheduleOnce)

Adds a reusable batch pattern that time-boxes work, checkpoints progress, and schedules the next slice via ScheduleOnce to avoid long transactions and gs.sleep. Ideal for CMDB hygiene, flag backfills, and normalisation tasks. Clear config, defensive logging, and a simple per-record callback make this safe to adopt across teams while reducing performance risk.
