PR Description:
Server-Side Components: Safe Bulk Update Runner (chunked + ScheduleOnce)
Adds a reusable batch pattern that time-boxes work, checkpoints progress, and schedules the next slice via
ScheduleOnceto avoid long transactions andgs.sleep. Ideal for CMDB hygiene, flag backfills, and normalisation tasks. Clear config, defensive logging, and a simple per-record callback make this safe to adopt across teams while reducing performance risk.Pull Request Checklist
