PR Description:

Adds a Script Include that wraps RESTMessageV2 GET calls with Retry-After handling, exponential backoff, and a simple links.next pagination model. It also logs minimal telemetry on retries to aid operations.

Includes README, Script Include, and a background usage example.

one feedback is gs.sleep blocks the server thread and should only used in scenarios where the sleep time is very less.
