This PR updates the phase angle column in the output ephemeris.
Previous versions of
tess-ephemuse the true phase angle (column 43) from JPL Horizons. This new version uses the Sun-Target-Observer angle (column 24), which is close to but not exactly equal to the true phase angle. For a full description of these quantities, see Horizons documentation.
