feat: change default workspace filter to "All" in task history view

Closes #10712

Changes the default workspace filter in the detailed task history view from "Workspace: Current" to "Workspace: All".

Changes

• Updated useTaskSearch hook to set showAllWorkspaces default from false to true
• Updated tests to reflect the new default behavior
• All workspace filtering functionality remains intact - users can still toggle between "Current" and "All"

Testing

• All existing tests pass
• Updated test expectations to match new default behavior
