Document the optimization that adds early return for element tile calculation when dimensions are invalid.
Technical Details
Added changelog entry to the Optimized section for MIGraphX 2.15 for ROCm 7.2.0. The entry documents the early return optimization that avoids unnecessary fill/calculation operations when tile dimensions are invalid or out of bounds.
