Update `/annotate/relevance/{url_id}` to accept `relevant`, `not relevant`, `broken page`, `single_record` entries
Update `/annotate/all/{url_id}` to do the same
Update `/review/reject-source` to allow specification of a `rejection_reason` including `not relevant`, `broken page`, and `single record`
Update database such that URL have status `rejected` replaced with `not relevant` and add additional status `individual record`
