This largely copies the config over from srcomp, with light edits to preserve the differences that this project has.
This will also mean that our published packages use the newer style of namespace packages, which may affect resolution in some cases but hopefully for the better. In particular I expect this could solve the effects of PeterJCLaw/srcomp-scorer#12 which also affects this project.
