syncs us up to current state:

  • comments out back-end/API effectively bringing it down
  • switches ECS autoscaling group nodes to ARM64 for (hopefully) better spot instance availability in us-east-2
  • Update the tag for pybot to a multi-arch build (amd64 and arm64)
