The PR description is focused on adding a GitHub Action for validating
utils/new_problem.yaml, but this PR also includes unrelated changes (URL linkification logic, docs HTML regeneration, README updates, and a largeproblems.yamlcontent addition). If possible, split these into separate PRs or update the PR description to reflect the additional scope so reviewers know what to validate.
