Update jakarta Libs:
jakarta.annotation 3.0.0 (was 2.1.1)
jakarta.validation 3.1.1 (was 3.0.2)

All tests pass. It should work without changes.

  • If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.

Summary by cubic

Upgrades Java jersey3 generator to jakarta.annotation 3.0.0 and jakarta.validation 3.1.1, and updates templates and samples to target Java 17. Regenerated samples; no behavior changes expected.
