- Makes it easier to find config files - Admins won't check the other non-config files for finding settings
This avoids "git diffs" when installing and checking out this project using Git.
- If the file does not exist yet, we need write permissions on the directory - If the file exists already, we need write permissions on the file - Reduce code complexity by getting rid of the `else` path and indents
