Pixi pulls CUDA Toolkit headers from conda-forge, enabling builds of cuda_bindings and cuda_core without a local CUDA installation. Document the cu13 environment requirement and runtime vs build limitations. Co-authored-by: Keith Kraus <kkraus14@users.noreply.github.com>
