Description

• Bump .tool-versions ASDF and Container tools
• Drop local repo actions for ones in shared-modules
• Drop local pre-commit hook scripts and publish them from shared-modules

Context

NHS Notify maintains many bounded context repositories with near-identical CI workflows and pre-commit configuration. Making systemic CI/tooling changes currently requires repeated manual edits across ~20–40 repos, leading to drift, inconsistencies, and high maintenance overhead.
