CCM-14169: edit template name page

Description

• Adds a new page to allow users to change the name of a template
• Adds API endpoint to allow PATCH updates of templates (only supports name updates at the moment)
• Introduces some new form components which utilise the NHSNotifyFormProvider and useNHSNotifyForm functionality
• Removes some unwanted full stops
• Uses user.paste instead of user.type to speed up some slow running unit tests
• Cleans up some playwright test data
